There's absolutely no reason to observe the cultural traditions of a culture you are not a part of, if you are not in their country. Within the country it would be proper to do so.
That said when I lived in Japan I only said it when eating with Japanese people.

You think Japanese people don't eat Japanese foods? They eat both Asian and western foods, and a lot of fusion food they consider western because it isn't purely Japanese.

Whatever they've got, man.
This was the last hotel meal I had. It was excellent.
