I have that left, spent 1,700 so far. Am thinking I might get the remaining big things off my wishlist and some basics I never bothered with like slips/underdresses and extra shoes as I am hard on shoes. I feel bad, it was a little windfall from family but I already have all the training I need, can't go on holidays at the moment, no point buying furniture for a rental when I will be emigrating in 5 years or so. I would love to be driving, and under 3,000 would have only got me a shitty car I couldn't afford to run but it has gotten me some lolita clothes that brighten my mood everyday.

Assuming other JSKs/OPs are around the same price, $240 * 4 = $960.

You probably want a bit of leeway for shipping, so $240 * 3 = $720, so you have $280 left over for basics, shipping, accessories, etc.

There are so many things that contribute to the cost of a coordinate: whether you're buying new or second hand, brand or offbrand, how much you want to accessorize, if you want to include the cost of cosmetics (such as falsies, nails, and lenses), etc.

It depends on how long you're willing to wait, how good the thrift stores around you are and whether you can sew. I've made handmade stuff for less than $15 out of fantastic fabric because the thrift stores around me took fabric + notions donations and all I paid 'market' price for was thread and elastic - however of course there is the initial outlay into a sewing machine.
My cheapest coord back when I was starting out was probably $50, and included the aforementioned dress + headbow I made to match, a square-dance petticoat which I had to roll up from the waistband that I scored for $15, a second-hand blouse with a peter pan collar and puff sleeves, plain knee socks and plain heeled mary-janes.
Currently the cheapest outfit I had still runs into about $200+ - 7000 yen on the dress (including shipping - one of the better deals on maidenclothing), $10 on socks, $50 on shoes (new Hush Puppies, on sale locally), $25 for my petti, 3000 yen for blouse (shipped with the dress, so I'm not counting shipping twice!), and maybe $30-odd in accessories (offbrand floral hair corsage, offbrand necklace/bracelet/ring)
I would say that would be one of the cheaper outfits and typically the outfit cost would be more like $300-$400.

Honestly I can't tell you what I spent on my first outfit with any sensible idea of shipping costs, because I didn't buy one outfit at once when I made my first order, I did a $600 Taobao haul for a bunch of different stuff.

The cheapest way to do it (if not the most versatile) would be to get an OP - something with either a high neck like L088 or cross ties like L362 so you don't need a necklace as an accessory - from Bodyline, then also get shoes from there, and tights if you don't have suitable ones already, all of which would cost you about $70 including (free) shipping. You could also get a wig from there if you really needed one for under $20. Hair accessories are trickier; Bodyline don't have anything decent unless you want an oldschool headdress and headbows from western indie brands are overpriced as shit. All of mine were bought from Yahoo! Japan auctions for $15-20 but if someone new didn't want to do that (because shipping would add on a lot) they're stuck trying to repurpose Claire's rose clips or paying $15+ for an offbrand Etsy one. Assuming $10-20 for accessories from wherever, $70 for all the base items, and $40 plus shipping for a petticoat, that's gonna run you at least $140, and that's about as cheap as it'll get (plus that only really works if you want your first coord to be all black because those Bodyline dresses look pretty awful in other colourways).

The more exciting but expensive route is to buy everything from Taobao (except maybe shoes, because shoes are heavy and Taobao, unlike Bodyline, doesn't have free shipping). Along with your petticoat you can get a bunch of accessories and you'll actually be able to buy blouses. Because of SS fees and shipping and the fact that good-quality Taobao dresses are more than Bodyline dresses (usually around 450-500 RMB, which is $70-80) that'll cost you more even though it'll be more versatile (since you can buy a blouse) and better quality. $80 dress + $30 blouse + $30 petticoat + $15 bag + $5 hair accessory is $160 before you even add on shipping and SS fees. Add on some $25 Bodyline shoes and it'll probably cost you just over $200. Honestly an even better option if you don't want instant gratification is to save up an extra $100 on that, so then you can get another dress or a skirt and another blouse or something and have slightly more coordination options (Taobao orders take ages so you really want to order a lot at once or it'll be another couple of months til your next lot of clothes arrives). Honestly once you've got a decent petti and blouse you can then start adding bits and bobs from everywhere - Bodyline dresses, skirts and shoes, stuff from Lacemarket or the comm sales, stuff from Japanese auction sites.
