Not really. I mean, they call themselves like that.
It's usually people who don't have much money but they like to pretend they do by buying tacky clothes that (for them) seem expensive.
It's always the very darker skinned Mexicans who fall into this stereotype.
They also tend to be very aggressive, specially when they are in groups.
It's not really a degradatory term but some people do use it as some sort of insult.

Tbh, my dad was a gang member and would dress like a "cholo", but it's actually fairly expensive clothing if you are talking about the men. Tailoring, material, etc, are all apart of it... I'm biased of course, but it's quite nice when done right.

And they're not really darker skinned. A majority of the ones I was around when I was little were "normal" colored skin. Cholos are those Mexican Americans who can't fit in with mainstream society and also can't fit into the traditional Mexican society. Kinda like the pachucos, idk if you've ever seen Zoot Suit.
