I think you have to have the most angelic face to look good in lolita with all of you hair away from your face. But that person would look better with either some face framing pieces or bangs.
imo having some face framing pieces (ones that work with your face shape) is already an improvement. Bangs are even better. There are several kinds of bangs and there are bangs for every face shape. I think that some lolitas try the standard blunt bangs and then don't like what it looks like on them and conclude that bangs don't look good on them. Blunt bangs can make a wide face look wider and out of balance because it cuts off a lot of the visual length. A lolita appropriate solution is to have a slight side swept bang creating a small gap that adds visual length and restores balance (see pic). The incredibly wispy bangs that were (or are still) popular also solve that problem but I don't think they look good with lolita.
