Many coords you see in street snaps weren't as "polished" by today's standards,they included mismatched or seemingly random items or were purposely lacking a blouse, a petti or a headpiece because that was more practical for daily wear. Those lolitas didn't worry too much about coming across as ita either while these days you have people breaking down over the fact that their whites don't match because that might get them posted into the ita thread. I'd argue that there's quite a few deeper issues that make everyone "look the same" or rather: afraid of experimenting.

It's probably a release from the Baby Classical series, several of the pieces from that line have fuller/longer hemlines, this seems to be one of them. That's a bit of a shame because decluttering your wardrobe every now and then is so refreshing, and not just for the money you get from selling your clothes. I used to have a massive wardrobe before I ended up selling two thirds of it because I always went back to the same pieces after all. I'm a lifestyler but I barely go out to events or meet-ups anymore, I simply didn't need all those ott pieces I used to collect so I sold them. I kept a couple of those items for their sentimental value but I'm not missing a single one of those that I did get rid of.
Some lolitas treat the fashion purely like a collector's hobby which is perfectly fine but I want to actually wear my clothes and not just let them sit in my closet squished between 80+ similar pieces of which most will never get worn either.

Then why are people acting like it's some special collectible that needs to be properly preserved or valued in some way beyond the whim of who owns it? Lolita fashion as a concept has been preserved for posterity to some degree already as people mentioned as far as museums and stuff. Every individual dress is not something so special beyond what whoever is willing to pay for it wants to do with it desu.
