I think this looks best on girls with black hair. Otherwise, I think dark brown/black/navy shoes are fine in classic coords so long as the color picked compliments the color palette of the rest of the coord. Doing a blue and white coord? Navy's fine. Earth tones and soft greens and pinks? Dark brown. Grays and white? Black.
The "Alice" look of blue and black shoes comes off as cartoony but that feels a bit like the point in those cases.

Style matters more than colour.
If shoes can't be matched to clothes, then they can be matched to something arbitrary, like handbag using similar material (leather, PU). If not, aim at hair colour in the range of blacks and browns.
Some colors are universal and ubiquitous.

Seriously, matching shoes is more than just colour and matching colour doesn't mean similar, it can be complimentary or even contrasting, as long as it looks good. No rules will ever replicate good judgement.

I think it's the historical influence, and all my dolls also had black shoes when I was a kid. Of course Alice is also a famous example. I guess coloured shoes were harder to find back then, and black shoes look less dirty when you have to walk on a mud path back when they didn't have concrete roads everywhere.

Great examples of balancing shoe and hair color. I think it almost always works with natural looking hair colors, but as >>10253876 mentioned it can be trickier with blonde.
