I really doubt it's altered.
The way the fabric is really flat without real creases, but has these little stressed seams on the bodice it's most likely just maxed out. She isn't that big so it wouldn't make sense for an altered dress to look that tight.
Also, I used to own these incredibly small OP version and when I squeezed myself into it I looked the same.

As for the picture you just posted, this looks legit uncomfy. I sold my British Crown OP last year and it didn't look that horrible at the bust and I couldn't move my arms. The measurements AP provided for this were a lie.
Also again, unclosed cuffs. They are a sign of "it doesn't actually fit me". I used to do this as well.

True, I see what you mean but typically when I see a dress that’s been maxed out it tends to start folding up beneath the bust. It could be possible that some very light alterations had been done? I’ve seen a few girls that have had dresses altered so that the shirring is completely stretched out but they often still look quite tight. These sorts of things often make me wish that when someone has an altered piece they would at least show some detail photos of the work done, I’ve thought about altering a piece or two but would like to see dresses of similar cut and measurement altered first to get an idea.

It’s definitely not anything from any legitimate brand or even indie brand. You can be cheap and thrifty without relying on layers of bad accessories you just happen to have at your disposal. A good coord, no matter it’s cost, takes time and effort into planning out the pieces going into it. Color scheme is just one part of process in a coord but it doesn’t automatically make it good just because it the colors match. As for shoes in her case, these are really bright and look bad against a dress with an already very busy, eye catching print. Piling shit on, brand or not, also doesn’t make for a good coord either... it just looks bad like the person can’t make a cohesive decision.

What most people are missing when they say "you don't have to be brand and rich" is that you have to make up for it somehow.

Brand isn’t just brand because it’s brand, generally it’s recogniseably good quality, decent materials, good construction, and particularly important — made especially for the lolita aesthetic. It’s much easier to make brand look lolita (duh) rather than try and figure out where to add lace to a plain headdress or trying to force a working-class office blouse into looking like a dainty princess doll blouse.

If you aren’t going to drop money on brand, you have to make up for this difference in some way.

Either you’re skilled enough that you only pay for materials to make your own gorgeous things, or you spend a lot of time trawling multiple secondhand markets and jump on bargains as soon as they pop up, or you’re just lucky enough to find all the right things in a thrift store. Take into account as well, the outlier feelgood stories get spread around a lot, but most people gloss over that a girl who made a $15 dress is actually the holy trifecta of someone who has the luck to find gorgeous fabric at clearance price, the skills to turn it into a decent dress, and the time and energy to actually do it.

Somehow most girls interpret this story instead to mean that they can make their entire outfit out of $15 Aliexpress things rather than recognising that it’s a story of incredible luck and good skill.
