One of the reasons that Ebola-chan is so offensive is because in many of the parts of Africa where the virus is spreading, the people believe that the Ebola virus is caused by witchcraft, spirits, or white people trying to kill black people. (Same history with the AIDS virus).

Patients are turning away help from Western doctors and aid, as well as African doctors, thinking that they are actually spreading the disease rather than helping. If these images of Westerners "practicing magic" or "summoning Ebola-chan" got over there, it could result in actual death because of patients refusing care, not to mention attacks on the aid personnel.
