I'm just getting back into drawing with my tablet, and I've been out of it for so long I was wondering if any anon could recommend me a good (free) program for doing digital art. Lightweight and geared towards art is great...looking for something that's not photoshop.

Seconding the Paint Tool SAI recommendation, especially if you want really smooth lines! It's really limited as far as design features go so I still use Photoshop for adding things like filters and text, but if you're just using it do doodle around and get back in the swing of things I think you'll really like it!

Just go with Wacom, I personally got a pen and touch, but I find I never use the touch feature, perhaps you can purchase a Bamboo splash, if you plan on just using it for the pen.

My friend decided to buy a cheap one from amazon, even when I suggested he just pay the price for a better tablet, but he never uses it--I'm pretty sure the cord he had for it broke or something happened.
Make sure to buy one with a removable cord though so you can replace it, if the wires within the cord somehow break..

I had a couple Wacom graphires. Would not recommend them. They were bulky and the cord connection on both messed up. But I heard some good things about monoprice tablets so I bought one of those.

It's cheap and good quality. The range of line width I can get is pretty good and the flow feels pretty smooth. Much better than a graphire. The only thing is installing the correct drivers, do not plug it in until after downloading the driver. The computer automatically tries to download it for you and will mess everything up.

Prints have a lot of detail. I think that's a pretty neat trick Anon used to make it work. She probably used the back instead of the front because she wanted to draw the bow part herself.

I think your outfit, while better than many other attempts at mori that I've seen, suffers from the same issues that most western (or non-japanese) mori outfits do.
You need to balance colours. Right now, you're all dark on top and have a stark white on the bottom with tights that are way too dark.
I would personally nix the overdress altogether, as it seems too frumpy/heavy and the colours don't go together well, imo, but if you want to keep it, try switching out your underskirt/dress with something that's more offwhite (even if it just matched the crocheted bit on your top).
Get rid of the tights and replace them with something lighter, both in colour and material.
Get rid of those shoes, as they scream Regretsy. Try finding a pair of nice leather (or canvas) booties or brogues.
Add more layers in varying thicknesses, lengths, and styles, and try incorporating patterned or coloured fabric to keep it from looking too drab.

I personally also think it's good to have one tight-fitting garment to keep it from looking too big (also, layering like this lets you undress if you ever get too warm), but that's a personal thing.

I'm a bigger fan of like forest fairy, light and airy looks, but pic is of a very wearable, thick/warm mori-inspired look that I enjoy.

My current underskirt problem is that most of them are the same length or too short to peek out from under the overdress. That looks a lot better, actually. I would still try adding more little layers (such as a thin crochet scarf) to add to it, but that outfit is much better coordinated. I think keeping it shorter (it seems like this will be quite a bit shorter than your first post) and showing a bit of leg (in leggings or tights or whatever) will help balance out the bulk if the overdress is a bit bigger.

You can certainly print these out for your own use, but yes, the resolution wouldn't be high enough to print at the current size. If you don't mind making them smaller, you can reduce their size by 33% and up the resolution to 300. That should retain their size and reduce the risk of it coming out super pixelated.

As long as you're not selling them or claiming them as you're own, you're all good!

I can print shit for free (mom works in an office and I use the printers and copy machines all the time, they're pretty decent) so I'm not too worried about the possibility of them turning out not too good. I was a huge bitch at times, I'll be the first to admit it. Not everyone deserved to be hounded like we did back then, and I should have just stepped away from the computer at times.
