You can't make "so bad it's good" on purpose, unless you're the lowcost cosplay guy. The person making it has to actually be trying to make it good.

Originality and creativity. Things like cardboard boxes for d.va are no longer funny because they’ve been done a million times. Something like pic related, few people have done a quadsuit Pokemon, and this one is so fucked up.

Also, know how to make things uncanny. Stepping just a little bit into the uncanny valley helps.

Also helps if it has a lot of visual impact, no matter how bad the impact is.

Make it so memorable that it becomes seared onto somebody's brain even after eye bleach

One of my favorite cosplays I saw all of last year was a King Dedede that was just a guy in a red robe with a cardboard sign that said "will succ for money"

confidence, to a point. the best/worst costume will still not be funny if the person in it is socially awkward and spends most of their time hiding in a corner.
if you're worried do a masked cosplay. being completely anonymous or masked in a crowd can be really liberating if you're usually kind of shy.

Incredibly short amount of time to work on it, or a very blatant lack of effort. I was thinking of wearing a sign around my neck that says "Someone Attractive" and calling it a day.

Tbh biggest thing is confidence and a personality. Friend of mine did this at NYCC 2018 and a lot of people took pics. Many laughs were had.

Not being a overexerting fag and showing it to everyone, just roll with it like a normal good cosplay
Not meme'ing it too hard for no reason
Decent personal hygiene behind the cosplay so that people can tell the cosplay isn't just you being a lazy bastard
Personality to just roll with the better/worse parts about your bad or ironic cosplay

At ACEN last year there was an Alolan Muk cosplayer that was so hilariously deadpan about his cosplay that he won a mini pokemon cosplay contest that was held at a panel. I lost to him and honestly wasnt even salty. Dude deserved it.

I think with this, what's best is that it's totally shitty, but it has effort put into it. Yeah, the marker and face is totally shit, but even just going out in a full bodysuit and decorating it shows that the person who cosplayed cared enough, and that's what makes it better when it totally fails. When you can see they tried to an extent.
