She's paired it with some tumblr-wiccan jewellery and is using the dress for "generic witch", it's already not a great idea of an outfit regardless of the dress, especially since lolitas are sensitive towards costumey-looking outfits. Then the straw hat, which is interesting and unusual by itself, is still a straw hat, so it looks too casual for a velvet dress.

If she started over with a nice velvet witch hat and ditched every last piece of jewellery in exchange for just a nice simple pearl necklace, outfit would look a lot more classy and way less costume-tier.
