Gonna start off with a question regarding OPs. I "often"* see people wearing OPs eventhough their shoulder width is visibly much wider than the intended shoulder measurement of the dress they're wearing.

Now I'm wondering, if the dress had very forgiving bust and waist measurements, but a comparatively narrow shoulder area, would it still be comfortable to wear the dress eventhough I'm like 3-5cm over the max shoulder width? I use Zenmarket, mostly because it's cheap. I've been happy with their service too.
Zenmarket is pretty slow at buying items tho (might take several days or up to a week to buy an item), if you want to buy something that you suspect others might be after too, then use a faster service. When I see something that has previously sold out quickly I use FromJapan since they are super fast. How young and old are we talking here? Start off with complementing their coords and specific items. Ask questions about them. Keep it mostly lolita focused at first. If you're in high school or just graduated this year try not to mention it too much. If you're near or past 30 you feel awkward talking too much to someone who just came out of high school and is basically a kid in comparison. If the age thing comes up and starts to get awkward or silent go to talking about lolita back in the day.

The good thing about lolita is it kind of merges everyone's age from the glance. When I am at meetups I honestly cant tell how old people are until someone start acting or talking too immaturely. I have a skirt from Anna House. I'd say it's pretty nice, one or two steps up from nice Bodyline but it's no brand. The lace is cotton and pretty. It has grosgrain ribbons, but they don't look cheap. I had to replace the elastic in the waistband (bought secondhand, couldn't tell if elastic was stretched to all hell or the skirt was just for a hambeast, but it fits nicely now). Nobody regularly posts pictures of lolita main-pieces worn without petticoat, though you sometimes see it irl in Japan and China. So what you want is going to be very hard to find online. Misako tried to make "soft lolita" a thing but it didn't become popular.
Anyway one important thing to learn when you get into jfashion, is that a lot of informative blogs spread wrong information because they don't understand Japanese. Otome kei is a good example of that.

Depends what dress it is. Their most common ones are either twill (it's commonly translated as "burberry" fabric(in katakana) in their original sales pages, if you can get to to those pages). The other one is baniran weave fabric.

Coat anon here, this arrived. The quality is great and it's definitely thick. It has that kind of felted texture of coarse wool or lambswool. It's also fairly loose, esp in the arms, so layering would be really easy.
I paid 90k yen for it, definitely worth it at that price. I wouldn't say it replaces an engineered down parka, but ymmv depending on how brutal your winters are.

Don't make two braids, wrap it around your head and then put the wig cap on like some people recommend for long hair.

From experience that makes it more bulky. You do want to separate into two sections and twist them so you can warp them around your head in a compact way at first.

Then pull the wig cap up (I put it around my neck so it makes things easier and them pull above my head). Through the opening at the top, move the hair around so it is as flat as possible on top of your head.

Pin the wig cap so it doesn't side around and you're ready to go.

I wouldn't consider them lingerie, they're more just an extra layer for modesty and comfort. They keep your petticoat from feeling scratchy on your legs and allow you to bend down, sit on the ground, etc. without your butt showing.
Like many things in lolita, the peeking bloomers look comes from historical fashion. It was a common look for young Victorian girls. They'd make their bloomers slightly longer than their skirts so they could run around and play freely. People with more money to dress their children would make them fancier, like pic attached. Think of visible bloomers like an optional extra layer, like wristcuffs. Not always neseccary for every coord, but sometimes just a cute extra layer of frill.
It's also a lot more common in Japan for women to wear safety shorts under their skirts in general, not just in lolita fashion.

Partially that too! Their exact purpose and look really depended on the class of the people dressing their child, but overall the purpose is still freedom of movement while maintaining modesty. It was even a trend for grown women to wear peeking ankle length bloomers in several eras of Victorian dress, like the 1830's.

If you're not good at wig styling, look at drag wig sellers on Etsy. They can easily make you something already styled.

If you're good at wig styling, I'd suggest buying a basic black lace front from anywhere, like Amazon, eBay, your local beauty supply store, wherever, and then cutting the bangs yourself. There's lots of YouTube tutorials for that style, they're called Bettie Bangs.
If you're using synthetic hair, you'll have to part off the section you're using for the bangs and steam it so it lays down in front of your forehead rather than the part a lace front usually comes in, then cut the bangs and use a flat iron on low heat to bump them. You can use rollers and steam again to curl the rest of the hair. You'll need a mannequin head for the steaming process, but cut the bangs with the wig on so they're the right length.
Unlike human hair, synthetic only changes it's shape and direction with heat, hence why you'll need to use steam.

Yes. Also very, very generally, you can sometimes wear an a-line petticoat with dresses that could fit more poof, but you can't ever stuff a cupcake petti into an a-line dress, if that makes sense.
It doesn't always work, but its worth trying on what you have with your a-line petti to see if it works. As long as it doesn't look excessively droopy or deflated, styling a dress with a lighter a-line petti can even be a good way to tone a look down.

I have no intention of reselling any of the dresses I own (and bust altered items seem to go quickly secondhand anyway) so I'm not concerned about the resale value going down.

I only have 2 dresses I can currently wear comfortably but I often look at my other dresses hanging there and wish the weight loss process wasn't so long and hard with little reward for me until close to the very end...

Every lolita coord regardless of substyle should usually have a petticoat. No petticoat = ita if you are trying to pass it as lolita rather than otome or something. Petticoats are generally speaking a requirement of the fashion, and necessary to give dresses the appropriate silhouette. You can wear brand pieces without pettis or lolita styling but then the outfit isn't lolita even if the main pieces are brand.
