I don't think older guys who date young girls are pedos (it's semantically incorrect), but I have difficulty understanding how such a relationship would work if it's not just based on sexual attraction. Considering you belong to completely different generations, you probably don't have even near the same interests or life experiences, and the fact that she's still in school while you've likely finished it years ago makes it not very dynamic.

I'd take her but I'd also encourage her probably not to devote too much time, energy and emotion to cosplay as a hobby. My girlfriend is also in her teens (and I'm in my late 20s) and she only cosplays once a year these days. I explained to her most of her cosplay "friends" are giant thots who go there to get drunk/high and often end up in some random dude's bed (some guy they met through tinder or at the rave or online beforehand) so they're a shitty influence on her. Thankfully she cut those toxic people out of her life.

Just show her what the average mid-to-late 20s girl who is still cosplaying is like: used up, trashy, resorting to ever more desperate measures to get attention, usually flitting from "relationship" to "relationship", will never get married or have a family, still smoking pot etc. They're losers. Cut them out of her life.

Teenagers are immature and cause so much drama. Why would anyone want to hang out with them at a con? I didn't even like teenagers when I was a teenager myself. And I was also a shitty person as a teenager, just like them. 17-18 year old brains are literally underdeveloped.

It's not about manipulation. A lot of people in the cosplay scene are fuckups who drag other girls down with them. Cosplay isn't the innocent, amateurish hobby it was back in the 00s unfortunately.
