Former twig gone /fit/ here. >>9818017 and >>9818118 are on the right track. You can build muscle up anywhere on the body. You can even help saggy tits with the right exercise. Just make sure you are doing the right routine for the right shape you are going for, and to consider your current ass shape when choosing your routine. The most common are in the pic provided.

There is no one size fits all ass workout, as with any workout really, as everyone bodies are different. So you'll need to figure out what kind of ass you have, and build your workout routine based around its current weaknesses and strengths. There are layers of muscle in the ass and hips that you'll have to look at, and decide what to put the most effort into. And some you may not want to touch at all depending on your current ass shape. There are 3 major ass muscles and several other connecting muscles that build your rear.

For example the A shape may need a little more backwards lift and inner thigh reduction. but not much attention in the outer hip area. Where as the H shape will need to focus on building the outer glutes and hips to round out the shape, same with the V but they will focus on lower muscle groups.
