If anything, 'terminal length' is time-based, not length-based. Hair follicles have different phases of activity and don't constantly produce hair. After a while the strand is 'discontinued' and falls out, so the follicle can produce a new one. That's why even people who never cut their hair still generally don't get it longer than two meters or so, and many other people never get it longer than their lower or even upper back.
The maximum length you can achieve depends on the length of your growth phase and the speed of hair growth, both of which in turn depend on diet, stress, overall health, age, probably genetics, etc.
