Yeah, I'd say the circle skirt pattern would be a good idea. Unless you find a crafty way to add the tube part when you cut the folded fabric, just add the cowl neck as if it were a very tall waistband. How much fabric you'll need to get that thick drape is entirely up to the fabric you choose so experiment with it before cutting. Using old bedsheets is a good source of cheap mockup fabric and in a situation like this, it would be ideal to experiment a lot before too little or too much of the fabric you'll need.
