You can glue several layers of blue camp foam together. You can find it at sporting goods stores or at Walmart. Sometimes people will use a plastic snow sled as a base and then put several layers on top of that.

Talk to some of the people that you LARP with and find out how their shields are made. Every LARP has different rules about what is considered safe to use on the battlefield.
