Any ideas on how to build the inside structure of a diglett csoplay

I was thinking of just making a round sculputure (like a mushroom head) build on top of a construction hat, and then just draping the fabirc over that to make the rounded top. However, this seems like it would put all the weight on my neck, which seems painful after awhile. Any ideas?
