Bottom half looks fine, the shoes work if you are inspired by old school or punk. Agree that the top needs more ruffles. Two pink hair ties from BABY or similar and a fake collar (or even just a necklace with ribbon/s like image) would have made this coord a really cool casual. I'd nitpick the length of the shirt, but it is fitted to not interfere with the silhouette so I'll let it slide.
