She's better off mixing her fantasy with straight up Victorian stuff, if you ask me.
Lolita is already pretty out there and unless you're very subtle about it like pic related, mixing it with fantasy elements is going to look like shit more often than not and she'll most likely ruffle the comm's petticoats and be labeled an ita larper. And I don't necessarily disagree; lolita is a fashion and we don't react too well to seeing it treated like a costume.
