That's a horrible example. If anything I'd say she looks a little better on the left, the only improvement is her hairstyle. What you're describing isn't beauty, it's sexual attractiveness. Heterosexual men and women are empirically proven in many peer reviewed studies to be VERY bad at differentiating the two. If a young Tom Cruise or Brad Pitt were homeless and had greasy hair, skin covered in dirt, and dirty rags were their clothes, they'd still be objectively more beautiful than 99.99% of men. You're ugly so you want to believe that you can improve your looks without plastic surgery, but that's not true. You can do whatever the fuck you want to make men more sexually attracted to you, but it will not change my opinion of your beauty by even a whit. I am sure you are "hot", that is to say that men want to fuck you. I am also sure that you are not beautiful.
