desu women don't often accuse men of pedophilia for this preference. Often its men (for whatever reason, perhaps they simply can't wrap their minds around the preference). When its women it is usually 'curvier' women, who upon hearing that a guy likes smaller breasts may take the comment as a personal affront against them if they have bigger breasts. Overall its generally in poor form to express sexual preference publicly when its something that can't be changed, like height or breast size. A lot of people take these comments personally even when offense isn't intended.

I don't think men who like small breasts are pedophiles. I think for many of them they may seem them as more youthful, especially on petite women but stating that this is 'icky' is really unfair to all the adult women with that body type. It isn't even that uncommon, just look at Asia. For others I think small breasts are just strongly associated with slenderness and they value thinness so much that small breasts just get wrapped up in their attraction, the female form is more a 'whole' than a discrete collection of body parts in their case. I think other men are more prone to categorizing women as 'cute' or 'hot' and may associate large breasts with hot ('slutty') women, which may be unfair but buxom women more often are portrayed this way while small breasted women are more often depicted as being cute and these men prefer cute. Lastly I think other men may associate small breasts with certain personal or aesthetic qualities that they value more highly than bust size, like the guys who like 'artsy girls' or gamines and whatnot. These theories align well with my personal experience.
