/cgl/ - Cosplay & EGL

I'm trying to paint a pair of rain boots and have been running into the problem of the paint not drying. I've tried generic spray paint, krylon fusion and dual paint and primer and they've all done this. I haven't found anything about this problem but I have read that latex peels and acrylic cracks. Is there some type of paint or method that will work here or do I need to make other plans for boots?
