You're not going to get enough security out of tulle, it doesn't stretch well and rips very easily.

One approach get a pre-made sheer black bodystocking (might need to get the top and tights separately bc of the neckline), and then get a pre-made fishnet bodystocking like this to put on top. You can attach the smaller diamonds to the cross sections somehow if you feel that you need more accuracy.
