As far as Overman goes, that design you'd be most likely to get away with. The ϟ is obviously referencing the SS flag but is abstracted enough compared to, like, pic related.

For cons, most have cosplay conduct boilerplate along the lines of:
>...convention will not allow costumes that contain hate symbols or appropriate the symbolism of hate groups, including, but not limited to, historical/comic-related/satirical costumes that are associated with Nazis.
Up to you if you want to gamble on "lightning bolt" being ambiguous enough (or ask con staff, I guess). But do note that "it's in the comics" or "I'm not a Nazi" is not a good enough excuse.
