It wouldn't be a proper hime cut if it had less hair, in all honesty it needs more. Hime cutd are supposed to be a large chunk, at least traditionally. More recnetly people have been thinning them out and still calling it a hime cut, but its actually more of a hime inspired cut to frame your face if anything.

It does looks messy though, but I image that's likely from wind.
