It's a metamorphose velvet dress. They actually release similar ones every so often so you don't need the exact one. I have a really similar gorgeous one from 2010 (I thought it was earlier until some anon helped me) that is way roomy. The waist ties can pull it tight and give it a nice shape without coming undone, due to the material.
Usually just called metamorphose velvet op... or jsk or whatever and the year. Lolibrary isn't so good on old meta releases (and meta in general). Just keep an eye out, I've seen a few pop up on yahoo auctions and such.
