It seems like the wood and carpentry inclined side of this hobby does this a lot already. From what I've seen the process isn't very different from mixing regular pigment in. There are even glow in the dark mica powders you can find on aliexpress. I would assume the interaction between the glow in the dark powders and UV resin would be just like regular powder and UV resin - which is if it gets too dense, some of the piece won't cure well enough, but that's about it.
