I'm the least tactful when it comes to these things, but I would call him up and address the issue head on. When people look for a new campaign to go to, a heavy rule set can be deterring, either because people dont want to invest themselves to learn everything, or that they get the impression that the organizer focuses more on the game system rather than the game itself.

A complex rule book will also attract the bad crowd of mechanics autists. You know those guys complaining on fb about how two-handed weapons should deal double damage and bean bag magic is immersive? Yup, those are the first guys to show up. And at the same time it will make the larp unattractive to older veterans who, like you mentioned, want to keep things simple and avoid complications with ic/ooc rule fighting.

Also people expect a first time campaign to fail if it tries to hard. Your friend better focus on stuff like grander props, plots, quests and perhaps hiring good NPCs?
I know of a campaign that started recently, and the organizer went out of his way to make it as epic and eventful as possible by using EU funding to hire people to act as NPC where it was needed to fill up on vacant factions. Now he got the ball rolling and has started focusing on expanding his campaign, including the rule book.

Move to Denmark, you'll have short road access to the nordic larp scene and the northern european one. You are bound to find something that suits your larp taste and isn't shit.
