"punk" for Japanese street fashion is a different aesthetic and not a subculture like regular punk is. it also allows casual elements like petti-less skirts, and can deviate from regular lolita in a lot of ways.

you can think of "punk" as one thing and "lolita" as one thing, and "punk lolita" combines both of those aesthetics in various ways.
