Makeup might be something to look into if you don't need a lot of bushiness/volume.
I can grow a shitty "chinstrap" beard/goatee but even after a week it's still really light and patchy on my cheeks. But since I have dark hair I can apply makeup (with a lighter touch) to fill in and build out my facial hair, and the fact that there *is* a little actual hair/stubble in there makes it look more natural. I use this for characters like John Wick or Naked Snake where their beard is short enough to more-or-less be flat against their face.
It does take some practice to not end up looking like Billy Mitchell but it works for my needs.
