I don't know your crafting/sewing skill so I'm going to assume you're a novice.
Timeline+budget is concerning, you're going to have to decide what cut-corners or close-enough you're willing to accept. Might be better off doing his S-Mart uniform as it's less fantastical.
Anyways, as someone who cosplayed Evil Dead II Ash a couple years ago, here are some tips. In general trawl local thrift stores and costume shops to find "acceptably similar" pieces to put together.
>gauntlet
I'd only do the hand since the wrist/forearm will be covered by sleeve. Blind Squirrel Props did a really good one (with a PDF guide) you can use for visual reference.

With your time/budget I'd recommend looking for a generic "knight's gauntlet" or "robot hand" costume piece. Or go to hardware/automotive stores to find a mechanic/moto glove with vaguely similar details and spray-paint it metallic.
Remember that it's Ash's right hand - if you're right-handed make sure you'll still have the dexterity you want.
>shirt
Not sure of the correct name but searching "double-breasted" & "western" seems to be close. Unlikely to be easy to find but you can always cheat with a regular button-up like he wears in 1 & 2.
>cloak
I'll defer to other posters but use a material that's not actual chain-mail. Some sort of netting or knit fabric will have the look but not be nearly as expensive/uncomfortable/heavy.
