Its hard to answer because there aren’t really many shows that have Lolita protagonists. In terms of live action shows, deka wanko and cat street are dramas with lolita supporting characters.

Personally my favorite shows w “lolita-adjacent” fashion are all animes, most of which have been mentioned in this thread already. I’m not sure if rozen maiden has been mentioned yet but it’s pretty decent and has plenty of egl-esque outfits
