Yeah, it can be inappropriate if that's your point. I'd never go like this to a job interview, because of etiquette, but in any other situation I think it should be totally up to the person themselves to decide. I think body confidence and freedom to do whatever with it are both pretty reasonable things. Not wearing a bra doesn't mean you're naked, the reasons to not wear a bra can be oh so different from person to person. If you decide to judge and be offended by it that's entirely up to you but keep in mind that it makes only you look like a jerk.
