In cases like this where it's broadly up to interpretation, I like to look up what other cosplayers have done and evaluate if I think that looks good, like something I'd like to do.
Foo Fighters I almost always see it as hair done with VERY strongly defined spikes (see regular spiking tutorial for that), but a lot of artists interpret it as a cap she's wearing. It would be relatively easy to sew , although you'd get the different concerns of if it's breathable or easy to wear.
