I've found that cosplayers are more outwardly crazy and Lolitas understand that you need to keep that under wraps to be polite. The Lolita community online is savage, but when you meet those same people in person they suddenly become very polite, mostly because Lolita fashion has a certain kind of "polite element" that expected to be observed during events.

When Lolitas go to tea parties and pay over $100 to get in the door, everyone becomes more polite because there is an incentive to not waste the cost of your ticket on a bad time.

Cosplayers go to cons and the expectation is it's going to be "wild and crazy" so I think they are less guarded about their weirdness because of that social expectation.

Same. All the Lolitas I've met in person are nice. Even the girls who behave wildly online are usually fine to sit next to in person. If a Lolita seems like a serious autist online, she is usually trying to be on her best behavior in person.
