Try looking up a Homestuck body paint tutorial, near the end of their fandom surge they had pretty solid skills.
Cliff notes:
>use a professional theater makeup brand like Ben Nye or Snazzaroo
>make sure you prime your skin before adding color
>especially make sure you seal your paint (there's both spray sealant and transparent powder)
>you'll want to do some light contouring afterwards so you look more "realistic" and less flat
>if you need anything more than your face+neck to change color, look up an armsocks tutorial (pic related)--this will give you a more even color and you won't be that asshole smearing paint on anything you touch
