I'd personally go with a lace front, especially since affordable lace fronts are so easily available on ebay/aliexpress/amazon nowadays. From the ready-made character wigs you can see that a wavy bob seems like good shape, so you could just mod a bob-length lace front to look similar. Cut some layers into it and make it a bit wavy/flyffy.
