You can't thought-police creeps out of being creeps just like you cannot convince any other criminal from committing crime if it's driven by passion and not necessity. What you can do if both modify your own behavior slightly to make it less convenient for them and then call them out and shame them the second you catch them. Public shaming sometimes works to stop the behavior.

In Lolita fashion bloomers are just considered standard measure. Wind, creep shots, whatever; you were them over your normal underwear, so you can still wear whatever panty style you prefer. You can get them longer-legged, super short, covered in frilly lace or completely plain. Also they make for good sewing machine practice due to how basic the shape can be.
