Imagine you start with $100 and the numbers on the left are how much you have post-crash. So $95, $90, $85...

The percents on the right are how much that money needs to grow to get back to $100. Take the second value (a drop to $90). 10% isn't enough to recover ($90 + $9 = $99) so the value in the second cell is a little more than that.
