This has been a goal of the top whales for awhile now.
Move the market in somewhat predictable ways. Get people trading, shorting on margin, "learning" TA.

2) exchanges profit off of market-buys the most as it gets hit with taker fee instead of maker fee -- this means that liquidating lots of leveraged positions generates lots of revenue, even in a sideways market.
exchanges are in the best position to collude with whales for stop-hunting (or just do it themselves) as they can see exactly how many positions are open, and most importantly, the magnitude of each position and all of their liq prices.
from there, it's a math problem away from going, "okay hmm.. we spend 1k btc to pump the price, hit 3k short liqs on the way up, short the top, and then let it bottom out... boom, we just made 100k in an hour"
