you dont pay for your wallet, that "wallet" has 20 xrp locked to prevent you from spamming the network by creating tons of wallets, you dont pay nobody to create your wallet, when the price rises and enough validators (xrp "miners") decide that it is time to reduce the minimum wallet balance you will be able to withdraw the other part of that xrp, it once was more than 50 xrp , it got reduced to 20 as the price rised
also ripple labs cant lock coins, thats old fud

ripple can do whatever they want with their servers but cant force others to run harmful code
validators have special interest to run the validator, unlike miners they are also users, and in no way have any interest of running harmful code and burn themselves.
