From a technical perspective If I need a coin/token that:

1) Is completely anonymous and untraceable.

2) Every time a transaction is made the coin sends one percent of itself to the main servers as both a necessary verification and payment for the use of the network.

3) Is actually usable in the sense that transactions are almost momentary and don’t come in a great cost in terms of resources.

How expensive would it be to develop something like this from a technical perspective?

My idea I to set up shop in a country with very crypto and money friendly laws and make a coin pegged to the US dollar and act as both an exchange between dollars and coins as well as collecting rent on the infrastructure. What are your thoughts on the feasibility of this idea?
The main idea is to make a cryptocurrency that is both directly pegged to the US dollar and is untraceable so that it can serve the needs of the shadow economy.
