It's a government distributing encrypted one time pads to agents abroad. Ethereum is used because cost is no issue and lots of people access the Eth network, so it is the least suspicious.

This guy is abusing a Ethereum flaw on its design, not going into details but the short version is that he sets up a cryptographic problem in the way of a transaction but he already has the proper answer for it before the transaction even goes off, he wins the block every single time

He can't abuse this otherwise he would be found out so he does it every 10 minutes to appear legit, this is all set automatically too

Ok guys, the characters are encrypted private keys. You can decrypt them with the passphrase CP110500 but you first have to decrypt the unicode mess with an algorithm you have to find out yourselves. Then back to hex, decrypt on mew and you can start sweeping balances. Most of them have a transaction history but are already empty.
