They're calling small businesses, from what I can tell. Because they need access to the network that the card readers work on. I think the card readers have the ability to deposit money. So they steal from the business, deposit into the bought cards then withdraw. No idea why they work in the Ukraine, when they were happy to make calls from their home. Possible because of the amount they were stealing.

So here is what they did. (The cafe wifi part was actually not related to this at all.)

1. Buy cards from random people on the street so their identity is kept secret. These passes usually have online banking tied to them.

2. Then they bought compromised PC's (otherwise known as bots or slaves) from some hacking site. Very possible, you can do this right now with some money.

3. Now they can easily gain access to the webcam of these compromised PCs and perhaps even find stuff like names, credit card info etc. I assume they do this for extra control over their victims.

4. The actual scam technique goes as follows and is actually very easy. You pretend you are a representative of the bank and say there is a malfunction with the bank system. To make an online payment with your bank you will need an authorization code generated by a small device. This device requires your pin code and your card which the hackers don't have.

The dudes ask if the correct code is "XXXX XXXX" which, of course, isn't correct. Then they ask for the victim's code and they proceed to authorise a payment to accounts from step 1.

5. The idea of going to a call centre in the Ukraine is that they can outsource step 2 to 4. However, this is the only part which I find dubious. You will need some serious balls/connections/money to make this happen.

Now, step 1, 2 and 3 aren't actually necessary but it definitely makes it easier/safer. Our banks constantly warn the public to never give your codes to representatives on the phone but people still fall for it all the time. Usually the banks do refund the victims though.
