Purely candlestick pattern-wise yeah that could be a bull flag. But you should doublecheck it with stoch and RSI at least. Also if it's some low volume coin then the rise could have just been a pump and then the rules don't really apply.

The problem, at least as I see it, is that there could be pump and dump groups manipulating the price, and part of the scam is that they make the technical analysis look good before doing the exact opposite of what it indicates. So to me it looks like a pump, then a fabricated cup and handle, then the whole thing bleeds slowly for weeks on end--the dump, or exit.
