Is there something similar to an ICO, when it comes to stocks? This way you can upcoming and promising stocks, for cheap and can buy them at the ground floor?

Nah, IPOs are WAY later stage than ICO's are. ICO is the equivalent of being an angel investor, pretty much a first round of funding.

Then you want VCs or big companies to come in. Do 2-3 rounds like that.

Then would come an IPO.

What OP is looking for is angel investing for equity (stock).
