Confused poorfag here, some people said there might be a dip but also that the goverment shutdown would raise the prices. Does that mean I should wait and see to buy a dip or should I jump on it now and buy?

If your portfolio is a group of independent assets, absolutely not. Since most alts have a heavy association to BTC fluctuations, maybe a little, in which case, just perform TA on BTC charts.
