With those amounts, the motive is certainly there.. the trick is whether the lottery is setup in way that there may be a small enough conspiracy of folks with means and opportunity that this could remain undetected.
In the case of McDonald's Monopoly game, the setup allowed a single person to grab several million dollars worth of prizes, undetected for years.
I'd expect lottery folks to have actively thought about preventing this from happening with their products. There's much more money to be made keeping it going.
