Rules and regs within organisations may put limitations on what kind of asset they can be exposed to. To me, the fact they're prepared to pay 5x the market price for exposure is bullish af, and just shows they think it's worth more than this, or they wouldn't buy at that price. tbf, they're still getting a bargain and it'll look like nothing in time.
